People live in the fast growing era not only meaning fast development of technologies but also rapidly changing requirements from labour market for the competences of the employees. It is addressing not only professional skills but highlighting the importance of key competences of the person. Various strategical documents of EU such as the newest documents "New skills agenda for Europe" focusing on the improvement of quality and importance of the education of the competences, as well as EU 2020 strategy (""An agenda for new skills and jobs" to modernise labour markets and empower people by developing their of skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility"), national strategies of the countries (emphasizing the importance of key competences life long development) state the importance of key competences. The horizontal priorities of Erasmus+ programme strategic partnership as well speak about the importance of the education of key competences and emphasizes open and innovative education in digital era.
In order to better identify and manage the availability of required skills, competences, and qualifications, and to help preventing skills gaps and mismatches effective communication and cooperation between the labour market and the education and training sector is vital.
Following the general overview of the situation in the global world the project "DECO2: Key competencies development using the opportunities of digital era" is prepared. This project will contain practical approach for the project (DECO) which was recently implemented by project partners "DECO - Key competences development in cooperation with labour market".
Thus, based on the key competences identified in DECO project (based on a two-fold research with employers), as well as a thoughtful research on the most succesful appraches and tools, this project (DECO2) will develop a series of materials that will be part of an Online Course on key Competences, with a practical and interactive approach, which will be available, as an open access resource, in an e-learning platform in order to improve the competences of VET staff in the provision of key competences in VET centres.
Project activities are addressed to solve the problems, which are actual for the project partners and other similar organizations all over Europe and the intellectual outputs created during the implementation period of the project could be adapted in different type of education institutions and be used for education of key competences and contribute to the successful integration of VET schools pupils into the labour market.
As a result of the needs identified by employers regarding the lack of specific key competences that newcomers in the labour market
have (done in DECO project), it is crucial that VET staff have the capacity and skills to provide high quality training in key competences to their students. Thus, the first target group of this project will be the VET staff (teachers, trainers and mentors), which will see their skills for provision of training on key competences improved, while the second target group will be the VET students, who will receive innovative and successful methods by their teachers, trainers and mentors.
The own project nature requires an international approach and partners with a clear and defined EU scope. All project entities have wide experience both as VET providers and as entities experts in labour market needs.
The objectives of the project would be not possible without an EU approach and the specific knowledge of the entities involved in the project, not only because of their role and experience as entities working in the VET field, but also due to the fact that they are entities with specific knowledge of the needs of students and employers in their respective countries and also at EU level due to their experience in international projects in this area , perfectly knowing the difficulties and barriers for the proper acquisition of key competences in useful for the integration of labour market newcomers.
The target public will benefit from this variety of countries and partners involved, representing 4 different countries and two different type of institutions per country (Public VET centres and entities specialised in labour market). The project will involve partners from Bulgaria, Spain, Turkey and Lithuania.
